This was the earliest public enactment to mention the Stationers' Company, and the first to affect its procedure after its in incorporation. As part of wider provisions for the suppression of superstition, hypocrisy and abuses, section 51 proposes licensing in order to remedy 'great abuse in the printers of bookes', specifially requiring the Company's obedience with regard to licensing by the City of London Court of High Commission.

On front pastedown is written 'Giuseppe Valletta 21 Aprile 1700'.

On page opposite front pastedown is written in a modern hand the initals 'SH' and the text 'See reference in par. no 51 (verso of D1) 'agaynst heretical & seditious bookes' Queen Elizabeth 'straytely commaundeth all maner her subjects, and specially the Wardens and companie of Stationers to be obedient'. Underneath this is written '(Printed by R. Jugge 1559) Master 1568, 1569, 1573 and 1574 ?STC 10095'.
